The semester was marked by very poor results and only 3 traffickers were arrested and with all of them staying behind bars from the day of arrest for up to 7 days. This shift in results, from past years we recorded very high number of arrests during every semester, is still to be fully analysed. Nevertheless, efforts are seriously being intensified to get more traffickers arrested. New and intelligent techniques are being put in place for better results. All three traffickers were charged the cases forwarded to examining judges are furthering investigations. 4 traffickers were found guilty and sentenced to 6 months in prison. They were arrested for the illegal possession of African grey parrots, a protected wildlife species.
The EAGLE network achieved substantial results as 34 traffickers were arrested across 5 countries.

The Deputy Director held a meeting with the Head of the Division of Cooperation at the Ministry of Forestry and Wildlife to discuss issues related to wildlife law enforcement and strengthen collaboration in the fight against wildlife crime. He was accompanied during the meeting by the Head of the Legal Department.

The Director held a meeting with the Director of Wildaid for Francophone Africa to discuss a public awareness campaign on the new wildlife law and strengthen collaboration in the fight against wildlife crime.

The Deputy Director returned to the country following a two-month mission to Cote d'Ivoire where he assisted the project following the departure of the Coordinator. He assisted the Team in all the departments and while managing the project for the brief period. An Interim Assistant Coordinator was appointed in Abidjan and he shall continue to assist the Team until a new Coordinator is appointed.
The early part of the year was very challenging but improvements were made during the second half of the year and 16 traffickers, mostly ivory traffickers, were arrested. 69% of those arrested stayed behind bars from the early stages of the prosecution process. A majority of those arrested were trafficking in elephant tusks. 10 ivory traffickers were charged the cases are in court. 2 ape traffickers who were arrested in April "escaped" from gendarmerie custody and the investigations are still ongoing to get them rearrested. In another matter, 3 traffickers, including a military sub-officer, who were arrested in November 2024 were presented at the military tribunal and the matter sent back to the gendarmerie for further investigations. 5 traffickers were found guilty and 3 traffickers given prison sentences and ordered to pay fines and or damages. A mandrill trafficker was given 4 months' jail term and an ivory trafficker was also sentenced to 4 months in prison in December. Both punishments were very weak and disappointing. In total, the courts ordered the payment of damages totaling 8,240,000 FCFA (about $16,480$) to MINFOF. Media exposure was at a rate of a media piece for every 2 days.

Following the arrest of a big time ivory trafficker with 118 ivory tusks in Ambam by the customs, and under the framework of the the Memorandum of Understanding with customs, LAGA provided technical assistance to customs and wildlife officials in relation to the legal procedure in prosecuting the wildlife law offender. The team carried out further investigations that show some of the ivory came from Gabonese government stockpiles and from operations carried out by the Gabonese government assisted by the Gabonese EAGLE project named Conservation Justice. The trafficker is connected to a network stretching from countries such as Gabon, Congo, Equatorial Guinea to Nigeria.

2 traffickers were arrested with 9 totally protected birds including 3 African grey parrots and 6 Rose-ringed parakeets. The 2 traffickers were arrested a first time but then had to be rearrested after the Company Commander decided to release the two suspects, which was a decision that completely went against procedure and LAGA stepped in enabling the procedure to continue.

23 major traffickers were arrested, at a rate of one for every 8 days, approximately. 35 % stayed behind bars from the day of arrest and the low rate of imprisonment was the result of guidelines by the Ministry of Justice to reduce the population of those locked up for fear of congestion at the various prisons because of the nature of the spread of Covid-19. Corruption was observed and combated in a number of the cases. 23 new cases were brought to the courts and 13 traffickers were found guilty and given prison sentences and or fines, damages and penalties. 4 traffickers given a penalty of 5 years. Damages awarded the Ministry of Forestry and Wildlife (MINFOF) stood at 5,942,00 F CFA (about $11,884). Media exposure was at the rate of one media piece per day.
The month was marked by the arrest of 7 traffickers with 380kg of pangolin scales, human bones, and ivory tusks.
The LAGA team continued working hard and producing results amid the Covid-19 pandemic with 7 people arrested for wildlife trafficking and human bones trafficking.
4 human bones traffickers were arrested with a human body in Foumbot, in the West Region. The bones still had some dried up flesh and human hair on the skull.

Despite the challenges and risk posed by the Covid-19 pandemic and the fear it brings, the LAGA team intelligently multiplied its efforts resulting in a total of 8 wildlife traffickers arrested during 4 operations.

As a precautionary measure, the LAGA office was closed for five days after a member reported high fever and he was later found to have malaria dissipating fears of a COVID-19 infection.

This month was marked by the arrest of 2 traffickers with 2 ivory tusks weighing 20kg.
The traffickers belong to an international ivory trafficking network based in Kenzou close to the border between the Central African Republic and Cameroon. One of the traffickers is reported to have been arrested in March 2019 in Yokadouma by the gendarmerie with over 250kg of ivory seized and released without any charges brought against him. Kenzou serves as a collection point for the ivory that generally leaves the CAR and smuggled into Cameroon. An upsurge in ivory trafficking between the town countries has been observed recently.

Tangible achievements were over this period on all aspects of LAGA’s collaboration with MINFOF including field investigation, arrests, prosecutions, media exposure, government relations, international and replication activities. There was more focus on the fight against corruption, wildlife trade especially networks of ivory traffickers and dealers in primates.

A major dealer was arrested with 10 hippo teeth initially presenting them as ivory in Yaounde – Center Region. He has suppliers of products of protected animal species especially ivory in Douala. During his arrest, he tried to bribe the arresting officials, offering them 200.000 Frs. (about $400) for his release. In other operations, 2 well known poachers/dealers were arrested for killing a chimp and trading in its meat .

This year saw the return of the “Taiping Four” Gorillas, the first cyber court case against internet wildlife trade and fraud, more focus on the fight against corruption and the arrests involved seizure of 1220 African Grey parrots about to be exported illegally using falsified documents.
Operations were carried out in six provinces against 22 individuals, resulting in 22 court cases.
The rate of imprisonment for these cases rose to 85 percent.
